Defining public sector reform and determining how best to implement it has been widely debated. In its 2006 report, the United Nations Economic and Social Council (ECOSOC) defined public sector reform as:

“Deliberate changes to the structures and processes of public sector organizations with the objective of getting them to run better. Structural change may include merging or splitting public sector organizations, while process change may involve redesigning systems, setting quality standards, and focusing on capacity-building.”

In practical terms, governments worldwide must now strike a careful balance between available resources and service outcomes. Meeting these expectations, particularly within today’s financial limitations, requires a proactive embrace of reform.
